The Business Infrastructure Support Programme (BISP) aims to enhance the growth and sustainability of Micro, Small, and Medium Enterprises (MSMEs) by providing critical infrastructure, equipment, technology, and energy solutions, especially in underserved areas. The programme supports the construction of MSME hubs, provision of equipment, tools, machinery and renewable energy, and offers business development services to improve efficiency and competitiveness. Through strong governance and monitoring, BISP ensures impactful delivery, fostering job creation and inclusive economic growth.

The BISP is fully aligned with South Africa’s overarching development priorities, including the National Development Plan (NDP) 2030, the Medium-Term Strategic Framework (MTSF), the Economic Reconstruction and Recovery Plan (ERRP), the District Development Model (DDM), and the Department’s Small Enterprise Development Masterplan. These frameworks guide the programme’s commitment to infrastructure-led growth, inclusive economic transformation, and MSMEs and Cooperatives formalization across townships, rural areas, and peri-urban economies.
